You need to bring up a civil matter in against the builder as once the possession has been given to you, you are no more a consumer and you can't come before Consumer forum for any sort of relief.

I beg to differ, You are a consumer and the builder is a service provider. You may claim compensation for such deficiency in services as provided by the builder before the consumer forum. The concerned forum where the complaint has to be instituted can be ascertained as per the valuation of the relief claimed and/or the area where the immovable property is situated. For value of goods and services claimed is upto 20 lacs, the case would be instituted before the district forum, 20lacs to one crore- the state commission and more than one crore-the national commission.
